Note that despite the fact that we're doing direct-sharing of peer
messages, it does NOT change the fact that Tanuja's outgoing broadcast
messages MUST include snippets of good incoming messages.

This is because: (1) most people will only hear Tanuja's broadcast
messages: they don't participate regularly enough to get to the
peer-shared messages.  (2) even for those who do get to the set of
peer-shared messages, they might never get to exhaustively hear all
those in the set, unless they are super-crazy and call in all the time
:)  Tanuja's outgoing message is kind of like a "moderator's" grand
summary.  Think of it as a web news aggregator, like Google News :)
